This article discusses the Wyden-Grassley discussion draft of legislation that would change the taxation of trading and investing in oil and gas commodities. As background, testimony given before the Committee on Homeland Security and Governmental Affairs of the Senate is analysed, along with the US economic circumstances giving rise to the Congressional concern.
